PUC Fuel

I have just started my own import business and I am the chief driver, sales rep, etc. Since I travel state to state selling product out of my rig, I would like to know what paper work I need to submit and to whom in order to take advantage of the lower "PUC Fuel Price" I see advertised at truck stops. This would help with my meager profit margin as I am just getting started. Thanks in advance for any assistance.
