Jake Brake Sticking

I am working on a 1994 International 9200 with a Cummins powerplant. I have a jake brake that is engaging even when switch on dash is in off position. Checked relay - tested good. ????? Any ideas??? Thanks |

All 3 jakes??? Does the position (low, med, high) switch have any effect during this event? Is this an N14? |
