How is an engine brake specifically designed to be used?

Is an engine brake's main purpose to slow a tractor down on hills? Can you leave it on in heavy freeway traffic? Will leaving the engine brake on for several minutes at a times wear out the trailer, or any brakes?

HOW SHOULD AN ENGINE BRAKE BE USED AND NOT BE USED.

Mark:
An engine break should be utilized all the time except when there are slick road conditions. An engine break does not damage an engine no metter how much it is utilized.

An engine brake can be used almost all the time, by saying that I am reffering to slick roads and certain city laws in some cases. An engine brake should never be used when there is a possibilty of losing traction on your drive tires as the engine brake can cause loss of control on ice , snow , or even wet roads.  Myself I leave the engine brake on at all times except for the above hazardous conditions and where there is postings at city limits stating ``NO ENGINE BRAKES`` the fine is not cheap in most cases. Hope I was of help.
