Fan Clutch

I have a '03 Freight-liner fl70 with the Mercedes 280 hp motor. I have had trouble with the fan clutch squealing. Last year they replaced the fan clutch at a high price and as soon as it was warm enough to have the fan come on it started again. I just had it checked and they said it does squeal a little but that's normal. Is it normal to have the voltage drop for a split second and be able to feel the Horse power drop a little? The belt and adjuster are new last year.
