60 series detroit

I have a 93 international with a 60 series detroit. It is hard to start and will only pull a load in 7th gear about 35 mph. It misses really bad. I installed a new check valve. Also had a mechanic take the head off and rebuild. It still has no boost. What should I do next? |

theres two fuses in the wireing harness in the battery box check to see if ones blown if it is it will only run on three cylinders my 93 frietliner did |
