Kenworth Eaton Fuller 10 speed shift question

I just bought a Kenworth T600 w/ Detroit Diesel and an Eaton Fuller 10 speed transmission. The transmission seems to require a 2 second delay between shifts and is very difficult to properly hit the correct rpm to keep it fron grinding the gears. Is this normal?

A shipper hires a broker(#1) to contract a carrier #1. The carrier assigns the load to his own brokerage who contracts carrier#2 who does the actual delivery. Where can i find case laws that shows the shipper and or broker #1 responsible to carrier #2 for payment.
